Can You Order GCMS Notes From Outside Canada?

Yes โ€” but usually not by filing the request yourself. The right to make an Access to Information or Privacy Act request is limited to Canadian citizens, permanent residents, and individuals (or corporations) present in Canada. If you're a foreign national physically outside Canada, you generally can't file directly. Instead, you authorize someone in Canada to request your GCMS notes on your behalf, using a signed IMM 5744 consent form.

Who can request notes for you

  • A Canadian citizen or permanent resident you trust โ€” a friend, family member, or your representative โ€” can file the ATIP request for you.
  • A representative (such as a licensed consultant, lawyer, or an ATIP service) can submit it on your behalf.
  • In all of these cases, you must sign Form IMM 5744 (Consent for an ATIP Request), authorizing that person to access your personal information.
The IMM 5744 consent form is single-use: a new signed form is needed for each request. IRCC requires the original signature (commonly in blue ink) when a representative files for you.
