Does Ordering GCMS Notes Affect or Delay Your Application?

Last updated: June 18, 2026

No. Ordering your GCMS notes does not delay, speed up, or otherwise affect the processing or outcome of your immigration application. The request is an Access to Information and Privacy (ATIP) request, handled by IRCC's separate ATIP unit โ€” not by the officer deciding your case. Your application is never penalized for exercising a legal right to your own records.

Why people worry about this

This is one of the most repeated questions on Reddit and immigration forums, and the confusion is understandable. A handful of applicants report being told by a call-centre agent that their file was "on hold" while notes were generated. These second-hand, inconsistent claims spread quickly, but they don't reflect how the process actually works.

What actually happens when you order notes

  • Your ATIP request goes to IRCC's ATIP division, which retrieves and reviews a copy of your file โ€” it does not hand your file to, or take it away from, your processing officer.
  • Requesting your records is a right under the Privacy Act. IRCC cannot lawfully refuse or downgrade an application because someone asked for their own file.
  • Many applicants report receiving their passport request (PPR) or a decision after ordering notes but before the notes even arrived โ€” clear evidence the file kept moving.
Bottom line: the decision to grant or refuse your application is made on its merits. An ATIP request is invisible to that decision. Order notes whenever they'd help you understand your file.

If anything, notes help you act on a stalled file โ€” for example, spotting a document request you missed. For when to request them, see the guide on how often to order GCMS notes and GCMS notes processing time.

Frequently asked questions

Can IRCC refuse my application because I ordered GCMS notes?+

No. Requesting your own records is a legal right under the Privacy Act, and the decision on your application is made on its merits. An ATIP request has no bearing on the outcome.

Does my file get put 'on hold' while notes are prepared?+

There is no evidence that processing pauses. The ATIP unit works from a copy of your file; your processing officer continues independently. Many applicants receive decisions while a notes request is still pending.

Is it safe to order GCMS notes more than once?+

Yes. There is no limit and no penalty for ordering multiple times. Each request is a fresh ATIP request (and a new IMM 5744 consent form if a representative files it for you).
